European Parliament rejects soybean oil proposal, safeguarding EU protein sector

Brussels, 8 July 2026 – A broad coalition of European and international organisations representing farmers, cooperatives, seed companies, feed manufacturers, processors, biodiesel producers and agricultural commodity traders welcomes today’s vote by the European Parliament adopting the Motion for a Resolution objecting to Commission Delegated Regulation (EU) 2026/2680.

The delegated regulation would have classified soybean oil as a high indirect land-use change (ILUC) risk feedstock under the Renewable Energy Directive. By voting to object to the measure, Members of the European Parliament have sent a strong signal in favour of evidence-based policymaking and greater coherence between the EU’s renewable energy, agricultural and food security objectives.

The organisations consider the outcome an important step towards safeguarding the competitiveness and resilience of the European soy value chain. The vote provides certainty for farmers, processors, feed manufacturers and other stakeholders who rely on soybeans and soybean-derived products as an essential part of Europe’s food, feed and bioeconomy sectors.

Soybeans play a strategic role in supporting the EU’s ambition to increase domestic protein production, strengthen food and feed security, and reduce dependence on imported raw materials. The Parliament’s decision helps preserve the conditions needed for continued investment and innovation across the sector while contributing to the EU’s wider objectives on competitiveness and strategic autonomy.

The coalition thanks Members of the European Parliament for recognising the importance of soybeans to Europe’s agricultural production systems and for rejecting a methodology that would have undermined investment, innovation and the long-term development of the EU protein sector.

Looking ahead, the organisations call on the European Commission to develop a transparent, scientifically robust and coherent framework that supports both climate and energy goals while enabling the sustainable growth of European protein production.
