Euroseeds welcomes Council progress on EU PRM legislation, anticipates next steps in trilogue talks

Euroseeds welcomes the progress achieved by the Council under the Danish presidency on the EU Plant Reproductive Material (PRM) legislation, noting that Member States appear close to agreeing on a common position.

The organisation highlights the importance of the balanced approach emerging from the Council’s work, which aims to secure both high-quality seed production and broad seed diversity across Europe. According to Euroseeds, the current text reflects a constructive compromise that safeguards operators while providing sufficient flexibility for different crops, markets, and breeding innovation.

Euroseeds also commends Rapporteur Herbert Dorfmann for his leadership and commitment in driving the legislative process forward and engaging with sector stakeholders. The association looks forward to continued constructive dialogue as the file advances.

Euroseeds Secretary General and CEO Garlich von Essen noted that the Council’s latest text appears to address several technical concerns raised by the sector regarding the Commission’s original proposal, particularly on seed identity and quality:

According to our preliminary assessment, it seems the Council specifically addressed a number of technical concerns the seed sector had with the Commission’s initial proposal, ensuring key safeguards for all operators regarding seed identity and quality. At the same time, there is flexibility in many provisions for specific species, products and markets. So, there is a balance in the pursuit of the two main objectives of the legislation: seed security and quality on the one hand and seed diversity on the other. We believe this provides a good starting point for the further negotiations with the Commission and the Parliament.

Looking ahead, Euroseeds hopes the incoming Cyprus presidency will maintain momentum and build on the progress achieved. With trilogue discussions expected next year, the association remains committed to working with EU institutions, Member States, and industry partners to support a final legislative outcome that fosters innovation, ensures seed quality and security, and preserves plant diversity.
